Chief Strategy Officer

Position Description

The work involves directing the strategic planning and related functions. The incumbent develops and implements an organization strategic plan, develops and implements specific strategies and programs for carrying out the strategic plan, monitors industry trends that may affect healthcare delivery and oversees matters related to affiliated organizations. Work is performed under the general direction of the Chief Executive Officer . Supervision is exercised over lower-level staff assigned to work on the organizational strategic plan and its related components. Does related work as required.

Typical Work Activities: 

  • Develops, implements and directs a strategic plan consistent with organizational mission and objectives for the medical center and its affiliates in collaboration with applicable stakeholders.
  • Develops and implements policies and procedures for administering the strategic plan and related components.
  • Performs analysis on organizational performance, competitive status, status of strategic plan and organizational programs; prepares and presents reports on such matters.
  • Reviews healthcare market trends, existing and potential organizational resources, hospital industry factors, regulatory impacts, financial analyses and statistical indicators to assess the competitive position in the development of planning strategies and target service areas.
  • Projects and analyzes specific strategies or programs that combine financial, operational and planning considerations for use by the medical center and its affiliate organizations.
  • Develops strategic alternatives in the strategic plan for incorporating specific business opportunities, countering market risks or including emerging applicable practices/trends.
  • Manages joint planning agreements with affiliate organizations.
  • Researches and develops alternatives for financing new ventures or equipment acquisition.
  • Reviews applicable legislation and accreditation standards to determine present and future impact on the organization.
  • Reviews and makes recommendations concerning the progress of new construction and renovation possibilities of existing facilities.
  • Directs the study and review of clinical division requests for the acquisition equipment and makes recommendations based on need, capability, space allotment, duplication of service and costs.
  • Maintains liaison with local and state regulatory agencies and other applicable stakeholders; attends various functions and may serve as a representative for the medical center.

Full Performance Knowledge, Skills, Abilities and Personal Characteristics:

Thorough knowledge of principles, practices, methods and terminology utilized in hospital strategic planning; thorough knowledge of the function and scope of services provided by the medical center and comparable healthcare facilities; thorough knowledge of the principles and practices of hospital organization and management; thorough knowledge of applicable laws, rules, regulations and accreditation standards as they related to healthcare administration in hospital and long-term care settings; ability to evaluate statistical data and make various computations in planning hospital operations and budgets; ability to direct the work of others; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

Preferred Minimum Qualifications:

A.) Graduation from a regionally accredited or New York State registered college or university with

a Master’s Degree and six (6) years of administrative experience, of which included strategic

business planning, acquisitions or mergers, market research performance and market trends

evaluation, and of which three (3) years were related to the healthcare field; or:

B.) Graduation from a regionally accredited or New York State registered college or university with

a Bachelor’s Degree and eight (8) years of administrative experience, of which included strategic

business planning, acquisitions or mergers, market research performance and market trends

evaluation, and of which three (3) years were related to the healthcare field; or:

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B). 

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time

experience requirements.
